Cheers是很悠闲的，朋友间发邮件的时候在末尾，类似于“要开心哦”这样的话。
Sincerely属于商业信函结尾套话，你真挚的谁谁谁。
Regards和Best Regards就像此致敬礼一样，也是套话。
Best wishes, 朋友间邮件里的最后，类似于希望朋友平安快乐的话。
常用的还有Wish you all go well; All the best，但是这两个类似于farewell，有“再见，再也不见”的意味。

以下我只描述使用的场合，不解释具体单词意思（自己查字典嘛~）
Cheers表示亲和，关系好才用
Sincerely表示真诚，比如你表达xxx意愿，完了就可以用这个
Regards或Best Regards或BR，表示尊敬，商务邮件里很常用
Best Wishes当然了，表示祝愿
还有Many thanks当然了，表示感谢
基本可以依据以上，再根据具体信件里面讲什么而对应着用。也可以根据对方怎么用而对应着用，毕竟不同环境下不排除会有不同习惯。

其实吧，楼主问的这个问题让我想起了高三时做的那些着实让人蛋疼的英文题，比如A词和B词有什么区别。。其实有的时候即使你翻遍朗文高阶，也找不到任何不同。。所以建议楼主不要纠结，喜欢用哪个就用哪个，回到正题， 这些都属于寒暄语，和你碰到隔壁老张说您吃了吗，是一个道理，这几个词，就我和外国人邮件沟通的经验来看，澳洲人喜欢用cheers结尾，美国人喜欢用Best regards，其余的英国人或者其他英语国家的人喜欢用，其次，这几个词正式的程度不同，sincerely 应该算最正式的，cheers最不正式，其他的适中。大概就是这样了，希望能帮到你

谢谢小夏同学邀请。对于sincerely ,best wishes/regards一般都会用到这个，个人认为对于与刚认识的人交流落款写成这个还是很正式，很普遍，也很管用。
