Logbook：日志。包括哪些呢？有人认为指的是航海日志和轮机日志，其实有偏差，翻遍各公约并没有logbook的定义，各种记录均可以称作log book.
official logbook是官方要求记录的记录簿，航海日志、轮机日志、油类记录簿、无线电台日志、垃圾记录簿等均可称作官方日志，公约中对哪些内容需要计入日志进行了要求，需重点关注。
1、SOLAS 1974 Chapter II-1 / Reg. 22
12 The master shall ensure, before the ship proceeds on any voyage, that an entry in the log-book ……
13 Hinged doors, portable plates, sidescuttles, gangway, cargo and bunkering ports and other openings, ……be recorded in such log-book as may be prescribed by the Administration.
特殊位置，货物处所航行不易到达关闭处所的舷窗及其舷窗盖应关闭并记录在日志中，此处如无专用记录薄，建议记录在航海日记。
2、SOLAS 1974 Chapter III / Reg. 19
5 Records
The date when musters are held, details of abandon ship drills and fire drills, enclosed space entry and rescue drills,drills of other life-saving appliances and on board training shall be recorded in such log-book as may be prescribed by the Administration.……
弃船演习、消防演习、进入封闭舱室演习、救助落水人员演习等与救生相关演习及培训应计入主管机关批准的日志（与上同是专用记录薄），建议计入航海日志。
2、SOLAS 1974, Chapter V/26 and V/28.1

6 The date upon which the checks and tests prescribed in paragraphs 1 and 2 are carried out and the date and details of emergency steering drills carried out under paragraph 4, shall be recorded.
应急舵演习及细节需记录，请注意没注明一定要记在ship log book上

…… in the ship's log-book, it shall be maintained in another form approved by the Administration.
这句比较重要，完整翻译下：国际航线上的所有船舶应在船上保留1份有关对航海安全有重要响的以及其必须包括充分详细的资料以恢复该航次的1份完整记录的航海活动和事件的记录。如果船的航海日志中没有记载这种资料，则其应该以主管机关认可的其他格式作记录。
两点值得注意：
1、航海日志用来记录航海活动是可以的，但不是唯一途径。
2、主管机关也就是各船旗国也可以不用航海日志记录，改用认可的别的形式。
我国的情况是：
1、为加强船舶的安全监督管理，规范船舶的《航海日志》，我局决定自2002年3月1日起对我国国际航行船舶和500总吨以上国内沿海航行船舶统一使用国家标准（GB18093—2000）所确定的《航海日志》。
2、为加强船舶安全监督管理，规范船舶的《轮机日志》和《车钟记录簿》，中国海事局决定自2004年7月1日起对我国国际航行船舶和500总吨以上国内沿海航行的使用柴油机动力装置的海船统一使用国家标准（GB18436—2001）所规定的《轮机日志》和《车钟记录簿》
3、MARPOL 73/78,Annex II,regulation 15：…… with a Cargo Record Book, whether as part of the ship’s official logbook or otherwise, in the form specified in appendix 2 to this Annex.货物记录簿配备要求，需注意的是：货物记录薄可以作为航海日志的一部分也可以单独成册。
4、MARPOL Annex VI,regulation 14.6
Those ships using separate fuel oils to comply with MARPOL Annex VI regulation 14.3 and entering or leaving an emission control area shall carry a written procedure showing how the fuel oil changeover is to be done. The volume of low sulphur fuel oils in each tank as well as the date, time and position of the ship when any fuel oil changeover operation is completed prior to the entry into an emission control area or commenced after exit from such an area shall be recorded in such logbook as prescribed by the Administration.
这一条讲：进入ECA要换油，必须携带一份换油程序，进、出ECA,船位、时间、每一舱的燃油量都要记录在主管机关批准的日志上。请注意的是：logbook as prescribed by the Administration.这个logbook没有指名是轮机日志或者航海日志，只要主管机关认可的即可，比如油类记录薄，比如官方盖章的专用换油记录薄。
这几天网友一致讨论某局发布的CIC首条缺陷：进入SOX控制区，轮机日志中没记录换油操作信息。
在判断这条缺陷时，一定要注意船方是否有批准的专用记录薄，是否在油类记录薄上进行记录，二者都可以，并不是一定要记录在轮机日志上。由于轮机日志空白狭窄，很难将各舱信息记录完整，建议记录在油类记录薄或者专用记录薄上，呼吁各PSCO也考虑下实际情况。
1、罚款情况：根据我国法律：《中华人民共和国内河交通安全管理条例》第五十二条，船舶、浮动设施发生水上交通事故，故意涂改航海日志等法定文书、文件的，可以处罚，并对直接责任人员处以1000元以上1万元以下的罚款；属于船员的，并给予扣留船员适任证书或者其他适任证件12个月以上直至吊销船员适任证书或者其他适任证件的处罚。
2、填写说明：航海日志、轮机日志内容的填写，一定要遵从SMS体系规定和公司规定，上述公约中航海活动、演习的记录建议记录在航海日志中。
常见缺陷解析集锦
缺陷库中有不少缺陷是记录未按照SOLAS 74 / Ch. I / Reg.11(c) 的要求记录，该条的条文如下：(c) Whenever an accident occurs to a ship or a defect is discovered, either of which affects the safety of the ship or the efficiency or completeness of its life-saving appliances or other equipment, the master or owner of the ship shall report at the earliest opportunity to the Administration, the nominated surveyor or recognized organization responsible for issuing the relevant certificate, who shall cause investigations to be initiated to determine whether a survey, as required by regulations 7, 8, 9 or 10, is necessary. If the ship is in a port of another Contracting Government, the master or owner shall also report immediately to the appropriate authorities of the port state and the nominated surveyor or recognized organization shall ascertain that such a report has been made.该条文主要讲的是涉及船舶安全和救生设备的事故一旦发生，船长或船东需向主管机关、检验机构、RO报告，如发生在缔约国港口也应向港口国当局报告。注意到上面的缺陷并没有些deck log book or engine logbook而是official log book，说明PSCO是比较谨慎的，官方记录薄。
