Traditionally in English (British and American), an electricity blackout is also a power cut, which is also a power outage. A blackout often carries the sense of accidental non-supply more than an outage does. Water non-supply is traditionally water suspension (intentional) or a water stoppage (accidental). There’s no particular reason for it — it’s just conventional usage. Of course, no one speaks of a water blackout (because water doesn’t ‘light’ or ‘lit’). 水不供了应通常是water suspension(故意的)或water stoppage(意外的)。 当然,没有人会说water blackout(因为水不会亮或不亮)。 除了上边这几个说法, 还有几个很简单日常的说法 electricity go down power cut power out water be (shut/cut) off without power/water 例: While I was making dinner, the electricity suddenly went down, I immediately checked my neighbors to see if their power was out, too, or if only my location was affected. And a few minutes later, the power was restored. People have daily power cuts, daily water cuts. The water's gonna be shut off for the day.
