岳海波，山东济南人，生于1955年。山东艺术学院美术学院教授、研究生导师，中国美术家协会会员，中国美术家协会综合材料绘画委员会委员，山东美协综合材料绘画艺委会主任，中国美协十二届全国美展评委，中国美协纪念辛亥革命百年全国美展评委，中国美协综合材料绘画特展评委，中国美协首届综合材料绘画双年展评委，中国美协首届综合材料绘画双年展评委。
