I demand to do sth=我要求做某事, 口吻非常强硬
I demand to know what’s going on
The UN has demanded that all troops be withdrawn.
demand后边可以跟多种搭配, 比如这里的demand to do sth, demand that…(从句中动词用原形)

in charge=负责某事, 主管某事
Philip’s in charge of our marketing department.
