Beijing commuters lose an average of 808 yuan in time-cost per month due to traffic congestion, the highest among Chinese cities.
The report shows that for every one hour of commuting during rush hours, 30 minutes are wasted on traffic jams in Beijing.
Cities with a higher level of development and higher monthly wages lose more money due to congestion. The cities losing more than 600 yuan in time-cost after Beijing are Guangzhou (753 yuan), Shenzhen (728 yuan), Shanghai (649 yuan), Dalian (628 yuan) and Tianjin (601 yuan).

文中的time-cost就是“时间成本”的意思,其中cost作名词,意为“成本,费用”,如:pay the cost(支付费用),raise the cost(提高成本),常用短语:at any cost(无论如何),at the cost of(以……为代价),如:He saved his daughter at the cost of his life.(他以牺牲自己的生命挽救了女儿。)
第一段中的congestion是名词,意为“堵塞,拥堵”,如:The problems of traffic congestion will not disappear in a hurry.(交通拥堵问题不会一下子就消失。)
